Abstract

Bu makale, İsrail'in 1948-1981 yılları arasında Arap dünyasına, Avrupa'ya ve Amerika'ya yönelik yürüttüğü propaganda faaliyetlerini İsrail arşiv belgelerine ve dönemin basınına dayanarak incelemektedir. İbranice "hasbara" kavramı etrafında şekillenen bu faaliyetler, Dışişleri Bakanlığı Orta Doğu Dairesi bünyesinde kurulan özel bir propaganda birimi tarafından koordine edilmiştir. Radyo yayınları, broşürler, basın haberleri ve diplomatik kanallar aracılığıyla yürütülen bu süreçte siyasi ve ekonomik argümanlar belirleyici bir yer tutmuştur. Arap boykotunun bölge ekonomisine verdiği zararın somut verilerle ortaya konması, İsrail ile ticari ilişkilerin barışın zorunlu bir gereği olduğu propagandasının dolaylı yollarla iletilmesi ve İsrail ekonomisinin istikrarlı bir görünüm sergilemesi bu propagandanın temel eksenlerini oluşturmuştur. Özellikle Arap ülkelerine yönelik bildiri ve yayınlar bu faaliyetlerin merkezinde yer almış; Arap askerlerinin moral ve motivasyonunu sarsmayı hedefleyen psikolojik içerikli bildirilere de başvurulmuştur. Bunların dışında hedef kitle yalnızca Arap kamuoyuyla sınırlı tutulmamış; Batılı hükümetler, uluslararası kuruluşlar, diaspora toplulukları ve dünya basını da bu faaliyetlerin odağına yerleştirilmiştir. Arşiv belgelerinden elde edilen bulgular, söz konusu propagandanın günümüzde süregelen İsrail boykotu ve Filistin meselesine karşı İsrail’in uygulamaya koyduğu propaganda boyutunun tarihsel temellerini oluşturduğunu açıkça ortaya koymakta olup bu çalışmada söz konusu bulgular ayrıntılı biçimde incelenecektir.

Abstract

This article examines the propaganda activities carried out by Israel between 1948 and 1981, targeting the Arab world, Europe, and America, based on Israeli archival documents and the press of the time. These activities, centered around the Hebrew concept of 'hasbara', were coordinated by a special propaganda unit established within the Ministry of Foreign Affairs' Middle East Department. The process was informed by political and economic arguments, which were disseminated through radio broadcasts, leaflets, press reports, and diplomatic channels. The presentation of concrete data on the damage inflicted on the regional economy by the Arab boycott, the indirect communication of the propaganda message that trade relations with Israel were a necessary prerequisite for peace, and the portrayal of the Israeli economy as stable formed the core pillars of this propaganda. Statements and publications directed specifically at Arab countries constituted the primary focus of these activities, with psychological statements aimed at undermining the morale and motivation of Arab soldiers also being utilized. Moreover, the target audience was not confined exclusively to the Arab public; Western governments, international organizations, diaspora communities, and the world press were also placed at the center of these activities. The findings derived from archival documents evidently demonstrate that this propaganda laid the historical foundations for the current Israeli boycott and the propaganda measures implemented by Israel in response to the Palestinian issue; this study will examine these findings in detail.
